Richard John Andrew, MBA

Mr. Andrew has worked within the healthcare industry for over 25 years in various roles ranging from entry-level clinical positions through the ranks of hospital management. Following the period within hospital administration, Mr. Andrew applied this experience by working in the emerging field of international healthcare supply chain consulting
Mr. Andrew currently works for Owens & Minor Inc., a Fortune 500 company, in the role of Director of Owens & Minor International. Within this role Mr. Andrew is responsible for supply chain programs outside the United States, including both operation management and strategic resource planning.
Mr. Andrew has both a BS in Hospital Administration and Planning from the University of New Hampshire and an MBA in Marketing from the University of St. Thomas. In addition to his strategic duties with Owens & Minor, Mr. Andrew is on the faculty of Johns Hopkins University, serving as an Adjunct Professor for the Carey School of Business. |

Jay Bueche, RPh

Jay Bueche is the Director of Pharmacy - Third Party Affairs for H-E-B. Jay received a Bachelor of Pharmacy degree from the University of Texas at Austin in 1995 and worked in community pharmacy for nearly 10 years in the San Antonio area prior to joining the corporate pharmacy management team at H-E-B. In his current role, he is responsible for contracting, programs and new business development in areas related to third party payment. Jay also has served as the pharmacy lead for disaster efforts and planning at H-E-B. His efforts included coordinating the setup and operation of a temporary pharmacy in a shelter serving thousands of evacuees from Hurricane Katrina and leading a team providing pharmacy services in a mobile disaster response trailer in the Houston area immediately following Hurricane Ike. More recently, Jay coordinated many of H-E-B’s efforts related to the H1N1 pandemic. |

Greg Burel

Greg Burel is the Director of the Division of Strategic National Stockpile at the Centers for Disease Control and Prevention (CDC). Prior to his leadership at DSNS, Mr. Burel developed an extensive background in federal government service that began in 1982. In addition to CDC, his service includes management roles with increasing responsibility with the Internal Revenue Service, General Services Administration and the Federal Emergency Management Agency.
Mr. Burel was selected as a member of the Senior Executive Service and joined CDC in April 2005. He was initially assigned as Management Officer for the newly created National Center for Public Health Informatics. In March 2007, he assumed his current position. In this role, Mr. Burel directs the nation’s premier medical materiel preparedness and response organization charged with delivering critical medical assets to the site of a national emergency.
Mr. Burel holds a Bachelor of Business Administration from Georgia State University. He is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society, Harvard University Kennedy School of Government National Preparedness Leadership Initiative and has completed numerous courses in process improvement, contracting, finance and Incident Command. |

Nadav Davidai serves as a Consultant for Control Risks’ Crisis & Resilience Consulting team in Washington, D.C. He is responsible for supporting all facets of business resilience service delivery and is an expert on business continuity practices and standards. Since joining Control Risks, Nadav has delivered a wide range of business continuity and crisis management solutions for a variety of organizations across the insurance, defense, pharmaceutical and computer software industries, including a key member of the Rx Response Support Team.
Prior to joining Control Risks, Nadav served as a Graduate Fellow for the Terrorist Financing and Financial Crimes division of the U.S. Department of Treasury. Before the Treasury, Nadav interned for the Commercial Service in the U.S. Embassy in Cairo, Egypt. Earlier in his career, Nadav taught English in a public Japanese school under the Japan Exchange and Teaching (JET) Program.
Nadav holds a Master of Arts in International Affairs and International Economics from the Johns Hopkins School for Advanced International Studies and a Bachelor of Arts from the University of North Carolina at Chapel Hill, where he earned majors in History and Political Science. He is conversant in Hebrew, Arabic and Japanese. |

Perry L. Fri is HDMA’s Senior Vice President of Industry Relations, Membership and Education. In his current position, Fri is responsible for the direction, supervision and development of industry initiatives that facilitate improved business processes and operational efficiencies in the healthcare supply chain. Fri most recently served as Vice President of Industry Relations and Program Development for the Health Industry Distributors Association (HIDA). Prior to joining HIDA, Fri was a consultant for The Hale Group. He was also Vice President of Industry Alliances for Instill Corporation, and was the Director of Supply Chain Management for NWDA (now HDMA). Fri holds a BA in History from the University of Maryland. |

Brandon W. Graham currently serves as Associate Director of the Center for Preparedness and Resilience in the Office of Homeland Security at The George Washington University in Washington, D.C. Brandon’s career in emergency services spans over 20 years, with extensive professional experience across the public safety, homeland security and emergency response continuum. His current management portfolio includes training and education programs in the areas of community resilience, medical intelligence and CBRN countermeasures for the US Department of Homeland Security (DHS) and the US Department of State. In addition to providing lectures and training programs around the world, Brandon also is a published author and recognized subject matter expert in the field of public safety response to terrorism and other large-scale incidents. |

Ron Guido has 34 years of experience in the healthcare industry with Johnson & Johnson. He has held executive positions in the areas of engineering, operations, sales, product marketing, international marketing, new business development, information technology and general management.
His current role is Vice President, Global Brand Protection and Supply Chain Integrity for Johnson & Johnson, where his group is responsible for anti-counterfeiting programs and policies.
He is a Board member for a charitable medical organization known as Operation Smile, an advisor to the Rothman Institute of Entrepreneurial Studies at Farleigh Dickinson University, an instructor with the Rutgers University Strategic Health Care mini-MBATM program and holds three patents for medical devices.
Ron has an undergraduate degree in Industrial Engineering from Rutgers University and a master’s degree in Management Engineering from New Jersey Institute of Technology. |

Bill Kennett Senior Director, Supply Chain Johns Hopkins Health System |

Bill Kennett joined The Johns Hopkins Health System, Baltimore, Maryland, in 2001 as the Senior Director, Supply Chain. Hopkins Health System is a part of Johns Hopkins Medicine, which is a $5.38 billion integrated global health enterprise headquartered in Baltimore and one of the leading health systems in the United States. Bill’s Health System responsibilities include the hospital materials management functions, as well as the shared service purchasing operation and a 60,000 square foot distribution center.
Prior to relocating to Baltimore, Bill worked for 20 years at The Queen’s Medical Center in Honolulu, Hawaii, directing first the Management Engineering department and subsequently the Material Services division.
Bill completed his undergraduate studies at the State University of New York at Oswego in Oswego, N.Y., where he earned bachelor’s degrees in Mathematics and Psychology. He received a master’s degree in Industrial Engineering Management in 1980 from Northeastern University in Boston, Massachusetts. The father of two children, he and his wife Elizabeth make their home in Ellicott City, Maryland. |

Erin Mullen, RPh, PhD, CEM

Dr. Erin Mullen is the Assistant Vice President of Rx Response for the Pharmaceutical Researchers and Manufacturers of America (PhRMA). Rx Response is an information-sharing forum made up of pharmaceutical manufacturers, distributors, pharmacies, hospitals, disaster relief agencies and state and federal government agencies to help support the continuing provision of medicines to patients in a severe public health emergency.
In this role, Dr. Mullen serves as co-chair of the Healthcare Sector Coordinating Council (HSCC), an advisory council to DHS and HHS on such healthcare matters as Critical Infrastructure. She also is a member of the National Disaster Medical System (NDMS) as a Clinical Pharmacy Unit Leader. Her disaster deployments have included multiple hurricane responses, an extended deployment for Hurricanes Katrina and Rita and the Haiti Earthquake.
Before joining PhRMA, Dr. Mullen practiced community pharmacy and then became the first Public Health Preparedness Pharmacist for the Florida Department of Health, bringing her experience as a field responder and clinical care provider to address public health preparedness issues requiring pharmaceuticals and pharmaceutical care (including mass prophylaxis and Strategic National Stockpile deployment, pandemic influenza, all-hazards disaster and catastrophic planning and first responder protection).
Dr. Mullen graduated from the Massachusetts College of Pharmacy with a BS in Pharmacy in 1992. She earned her PhD in Microbiology and Immunology from the University of Miami in 2000. |

Richard G. Muth Executive Director Maryland Emergency Management Agency |

Richard G. Muth was appointed Executive Director of the Maryland Emergency Management Agency in June 2008. Director Muth oversees a staff of 75 people, who work with State agencies and Maryland’s local jurisdictions coordinating and planning Maryland’s response to any disaster. When a disaster occurs, Director Muth becomes the lead person, having the responsibility of managing the event and advising the governor on preparedness and response strategies.
He is currently a member of the National Capital Region Senior Policy Group and the Federal Department of Health and Human Services National Commission on Children in Disasters. He has twice testified before the U.S House of Representatives on Maryland’s and the nation’s readiness and response to the influenza pandemic and the critical importance of the Emergency Alert System in disaster readiness. He was recently appointed Chairman of the Governor’s Cabinet Level Homeland Security Council. He previously chaired the Governor’s Emergency Management Advisory Council and served as a two-term President of the Maryland Emergency Management Association. |

Nitin Natarajan Coordinating Director, Office of Preparedness and Emergency Operations

Nitin Natarajan serves as a Coordinating Director within the Office of Preparedness and Emergency Operations in the Office of the Assistant Secretary for Preparedness and Response, U.S. Department of Health and Human Services. He is responsible for the oversight and management of the Department’s Critical Infrastructure Protection (CIP) Program, Continuity of Operations (COOP) Program and the Emergency Support Function (ESF) 8 Logistics Program. His programs involve extensive outreach with the private sector, state, local, tribal and territorial partners and the U.S. government. He has been involved in a number of responses to natural and man-made disasters in both field and policy positions.
Previously, Nitin held a variety of clinical and non-clinical positions at the state and local levels in New York and D.C. He holds a Bachelors of Science from the State University of New York and a Master of Arts from the Naval Postgraduate School in Security Studies. |

Mickey Sparrow, CMRP, FAHRMM Material Manager Tuomey Healthcare System |

Mickey Sparrow is the Materiel Manager of Tuomey Healthcare System, a 301-bed, acute care facility located in Sumter, S.C. He earned a BS in Political Science from North Georgia College, and a Master of Public Administration from Troy State University. He holds the American Hospital Association’s Certified Materials and Resource Professional (CMRP) certification and is a Fellow of the Association for Healthcare Resource & Materials Management (FAHRMM).
A native of Bartow, Fla., Mickey retired in 1995 after completing a 20-year career in the U.S. Army, where he completed numerous assignments in the U.S., Germany and the Kingdom of Saudi Arabia. He joined Tuomey in 1996 and worked as a Supply Technician, Senior Supply Technician, Buyer, Contract Manager and Assistant Director before assuming the role of Materiel Manager in 2001. As the Material Manager he supervises Materiel Management, the Mail Room and Laundry.
He is a past president of the South Carolina Society of Hospital Materials Management;
past member and chair of AHRMM’s Membership and Chapter Relations committees and represents AHRMM on the Healthcare and Public Health Sector Coordinating Council’s Medical Materials Coordinating Group. Mickey began a three-year term on the AHRMM Board of Directors in January 2011. |

Dan Stoneking is FEMA's Director, Private Sector. He assumed this position in February 2010. Since that time, the FEMA Private Sector Division has created ten new regional private sector liaison positions. His team also has established a program to rotate private sector representatives into FEMA on three-month rotations. Dan's staff is focused on listening to the private sector to collaborate more effectively in preparedness, response, recovery and mitigation. Prior to FEMA, Dan worked as a Vice President in a Washington D.C. Public Relations firm, as a soldier in the U.S. Army and as a High School English Teacher. |

Dr. Craig Vanderwagen is a senior partner with Martin, Blanck, and Associates who joined the firm on November 1, 2009. His most recent assignment prior to joining MBA was the Assistant Secretary for Preparedness and Response for the US Department of Health and Human Services. He has special interests and experience in bio defense, domestic disaster preparedness and response, international humanitarian and disaster response, federal health delivery systems, innovative organization development and evaluation, and cross cultural health care. He is a member of the Board of Directors for the International Center for Infectious Diseases, a Canadian NGO, an advisor to the International Federation of Biosafety Associations, and the American Academy of Disaster Medicine. He is also on the editorial board of the AMA Journal of Disaster Medicine and Public Health Preparedness.
From August, 2006 until July, 2009, Dr. Vanderwagen was the founding Assistant Secretary for Preparedness and Response (ASPR), U.S. Department of Health and Human Services. In this role he was responsible for the leadership and development of a new organization whose mission was preparing the Nation for response and recovery from public health and other health disasters whether natural or manmade. The organization was initiated after hurricane Katrina and formalized after the passage of the Pandemic and All Hazards Preparedness Act. The Act empowered the ASPR as the lead for all federal public health and medical response in disasters. It also initiated the Biomedical Acquisition, Research, and Development Authority for the development and acquisition of medical countermeasures (preventives, treatments, and diagnostics) for the civilian population. Lastly the funding of grants for development of state and local hospital preparedness activities became a major element of the preparedness activities in ASPR.
Dr. Vanderwagen had a distinguished 28 year career in public service as a commissioned officer in the United States Public Health Service (USPHS), Department of Health and Human Services (HHS). His assignments prior to becoming Assistant Secretary included many deployments in disaster environments. These included lead federal health official in Louisiana after Katrina from August-November, 2005; lead public health official and senior officer aboard the USNS Mercy in Indonesia after the tsunami in 2005; Director of Primary Care and Public Health for the Ministry of Health in Iraq from September 2003-March, 2004; consultant to the Pan American Health Organization in Honduras after Hurricane Mitch in 1999; and Medical Director for Project Provide Refuge (joint DOD-HHS Kosovar refugee assistance) in 1999.
These deployed assignments however were in addition to his regular duties in the Indian Health Service where during his 25 years of service, he held a number of responsible positions and was the agency’s Chief Medical Officer as his last assignment. During his career with Indian Health Service, Dr. Vanderwagen provided leadership in the uses of electronic health records, implementation of the use of best practices to combat chronic diseases, and was an early supporter of, and the agency’s lead negotiator for a majority of the early Self Governance Compacts. Dr. Vanderwagen is a family physician who believes passionately in the union of public health and clinical medicine. He and his wife of 38 years have 3 grown sons and one grand daughter. |

Randy Weiss Director, Corporate Relations AmeriCares |

Randy helps to oversee donations of medicines and medical supplies in support of AmeriCares emergency response work and AmeriCares international and domestic medical assistance programs. He helps lead a team responsible for the development and maintenance of strong partnerships with pharmaceutical companies and medical supply manufacturers to solicit high-quality medical donations and provide a continual stream of inventory in support of the organization’s humanitarian work around the world and throughout the United States. Randy also is highly experienced in emergency response and is one of AmeriCares core team that leads emergency response. Randy serves on the board of Partnership for Quality Medical Donations (PQMD), where he chairs the Emergency Committee. Randy has been with AmeriCares since 2001, and received his bachelor’s degree in Political Science from the University of Connecticut. |

He has been in the healthcare industry for 28 years, the last 22 years with AmerisourceBergen, specializing in security and regulatory issues that impact pharmaceutical distribution. He is an active member of HDMA’s Government and Public Policy Council and its Regulatory and Government Affairs Committees. He also is Chair of the ASIS Pharmaceutical Security Council's Membership Committee and has the credentials of Certified Protection Professional and Certified Fraud Examiner. Zimmerman holds a Degree in Criminal Justice from California State University, Fullerton. |
