Joseph V. Bellino, CHPA, HEM

Memorial Hermann Healthcare System

Joseph V. Bellino, CHPA, HEM is currently a System Executive in Security for the Memorial Hermann Healthcare System in Houston, Texas. Prior to joining Memorial Hermann he was Director of Safety, Security and Emergency Management at Hanover Hospital. He also has served in several other directorial positions both in the hospital atmosphere as well as in the private sector. He has a history of law enforcement experience with the United States Air Force and the Department of Justice.

Bellino is credentialed by the International Association for Healthcare Security and Safety as a Certified Healthcare Protection Administrator by the Center for Healthcare Environmental Management as a Healthcare Environmental Manager — the only recognized occupational safety certification in Healthcare. He holds a Bachelor of Science in Human Services from Thomas A. Edison State College and a Master of Science in Human Resource Development from McDaniel College.

 
Michael Bourg
Acting Branch Team Leader of Distribution Logistics, Office of Preparedness and Emergency Operations
U.S. Department of Health and Human Services
Commander Michael Bourg is Acting Branch Team Leader of Distribution Logistics for the Office of Preparedness and Emergency Operations (OPEO) at the U.S. Department of Health and Human Services. He came to OPEO in 2007 as the Chief Pharmacist of the OPEO Pharmacy Program and was recently promoted to Acting Team Branch Leader for Distribution Logistics in 2010. Bourg previously worked in WMD drug countermeasure development at FDA. He currently is the technical representative for the Emergency Prescription Assistance Program. 

Bourg is a 2007 graduate of the U.S. Naval War College. A licensed pharmacist, he holds a Doctor of Pharmacy from Xavier University.
 
Greg Burel
Director, Division of Strategic National Stockpile
Centers for Disease Control and Prevention
Greg Burel is the Director of the Division of Strategic National Stockpile at the Centers for Disease Control and Prevention (CDC). His career in federal service began in 1982 at the Internal Revenue Service (IRS); he also held a variety of positions at the General Services Administration (GSA). Before joining CDC, Burel spent six years at the Federal Emergency Management Agency (FEMA) Region IV — the region representing the southeastern United States — where he served as Director of its Administration and Resource Planning Division.

Burel was selected as a member of the Senior Executive Service and joined CDC in April 2005, where he was initially assigned as Management Officer for the newly created National Center for Public Health Informatics. Burel has been responsible for a number of critical, agency-wide efforts since joining CDC, such as coordinating the Public Health Integrated Business Services High Performing Organization, and chairing both the ELB sponsored Hiring Workgroup and the recently formed Management Council Contracting Strategy Committee.

Mr. Burel holds a Bachelor of Business Administration from Georgia State University. He is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society and has completed numerous courses in process improvement, contracting, finance and Incident Command.
 
R. James Caverly
Director of the Infrastructure Partnerships Division (IPD), Infrastructure Protection and Preparedness Directorate
U.S. Department of Homeland Security
Jim Caverly is currently serving as the Director of the Infrastructure Partnerships Division (IPD), which resides within the Infrastructure Protection and Preparedness Directorate of the Department of Homeland Security (DHS). The IPD is responsible for sustaining core sector expertise, maintaining operational awareness and fostering working-level relationships with industry, state and local government, as well as federal agencies representing vital infrastructure interests.

Caverly joined DHS at its inception, having previously worked for the Department of Energy (DOE) and its predecessor agencies for more than 25 years. During his tenure at the DOE, Mr. Caverly was involved in a broad range of energy-related issues. Mr. Caverly is a graduate of the University of Notre Dame and the Naval War College; he served for three years on the faculty of the Industrial College of the Armed Forces at the National Defense University.
Donna K. Chandler, PhD
Consultant
Chandler Vaccine Resources LLC
Dr. Donna Chandler is currently an independent consultant for vaccine and biologics, following more than 28 years of service with FDA/USPHS. She retired in November 2006 as Deputy Director, Division of Vaccines and Related Products Applications, Office of Vaccines Research and Review, CBER, FDA.  Previously, she was a Senior Regulatory Reviewer of bacterial and viral vaccines, allergenic products and immune globulins. Dr. Chandler joined FDA in 1978, where she investigated the pathogenicity of mycoplasmas and animal models of disease and protection. She received a PhD in biochemistry from Oklahoma State University and a BS in teaching of chemistry from the University of Illinois.
Patrick J. DeGrace
Director, Customer Care

Hospira Worldwide, Inc.
Patrick DeGrace is Director of Customer Care for Hospira Worldwide, Inc. In this role he also acts as Hospira’s site director in Pleasant Prairie, Wis. and leads the company’s supply channel logistics group.

DeGrace joined Abbott in 1980 and held various positions in sales, sales management and national account management, trade relation operations and customer care management. He was appointed to his current position in December 2004. 

DeGrace holds a bachelor's degree in biology from St. Cloud State University in Saint Cloud, Minn.
 
Matt Dellon
Intelligence Liaison, National Cyber Security Division
U.S. Department of Homeland Security
Matt Dellon is the Intelligence Liaison for the Critical Infrastructure Cyber Protection and Awareness branch at the U.S. Department of Homeland Security, National Cyber Security Division (NCSD). He serves as the information-sharing lead between NCSD, the intelligence community, the private sector and state and local government. Dellon has held multiple positions in the national security field since 2003 and previously worked as a contractor in NCSD’s Cyber Exercise Program before joining DHS as a federal employee in April 2009.
Iain Donald
Vice President and National Director, Global Risk Analysis
Control Risks
Iain Donald is the National Director for Global Risk Analysis for Control Risks’ North America region. With a background in political risk and security consultancy and the insurance industry, Donald manages several specialist consulting practices in Security Risks, Political Risks and Social Risks — which enable Control Risks’ North American clients to understand the contextual background and the immediate and longer term importance of unfolding international events and developments for their business. Global Risk Analysis also allows the same audience to anticipate future incidents and monitor evolving trends with confidence.

Before joining Control Risks, Donald was Director for Global Risks at a UK-based international risk consultancy, focusing on political and security risk management. He led the group’s intelligence and security consultancy departments, and developed and executed a broad spectrum of solutions for a varied client base. He also was responsible for the foundation and development of the consultancy’s intelligence department and the growth of its online risk information services.

Donald holds a BS in Geography from the University of Birmingham and an MA in War Studies from Kings College in London. He has been a regular commentator on international security and risk management issues on a variety of media including BBC News at 10, BBC Radio 4 Today, CNN, ITN and Sky News.
Perry L. Fri

Perry L. Fri is HDMA’s Senior Vice President of Industry Relations, Membership and Education. In his current position, Fri is responsible for the direction, supervision and development of industry initiatives that facilitate improved business processes and operational efficiencies in the healthcare supply chain. Fri most recently served as Vice President of Industry Relations and Program Development for the Health Industry Distributors Association (HIDA). Prior to joining HIDA, Fri was a consultant for The Hale Group. He was also Vice President of Industry Alliances for Instill Corporation, and was the Director of Supply Chain Management for NWDA (now HDMA). Fri holds a BA in History from the University of Maryland.

Jason Hill is Director of Federal Government Relations for Walmart and is based in Washington, D.C. Hill has held several other positions in the federal government, including working as an aide in the United States Senate and at the Department of Health and Human Services. Thomas J. Kristofco

Tom Kristofco is the President of Business Continuity Concepts (based in Hollidaysburg, Pa.) He has more than 25 years of management experience in the business continuity planning and technology consulting service industries. His private practice specializes in strategic planning, business optimization and sales, business continuity planning and management consulting services.

Prior to establishing Business Continuity Concepts, Kristofco founded and served as the CEO of Blair Technology Group, a business continuity planning and technology management consulting firm, which was acquired in 2005 by Paradigm Holdings.

Kristofco is a graduate of Saint Francis University of Pennsylvania and holds the designation of Certified Public Accountant. He is a frequent presenter and author in the areas of strategic planning, business continuity program development and data breach incident response planning.
 
Nicole Lurie, MD
Assistant Secretary for Preparedness and Response
U.S. Department of Health and Human Services
Dr. Nicole Lurie is Assistant Secretary for Preparedness and Response at the U.S. Department of Health and Human Services. She has a long history in the health services research field in the areas of access to and quality of care, managed care, mental health, prevention, public health infrastructure and preparedness and health disparities. Prior to HHS, Dr. Lurie was Senior National Scientist and the Paul O’Neill Alcoa Professor of Health Policy at the RAND Corporation. Her previous roles include Principal Deputy Assistant Secretary of Health at HHS, Medical Advisor to the Commissioner at the Minnesota Department of Health and Professor at the University of Minnesota Schools of Medicine and Public Health. Dr. Lurie attended college and medical school at the University of Pennsylvania and completed her residency and MSPH at UCLA. She has served as Senior Editor for Health Services Research as well as on editorial boards and as a reviewer for numerous journals. Dr. Lurie continues to practice clinical medicine in the healthcare safety net in Washington, D.C. 
 
Jeroen Meijer

Control Risks
Jeroen Meijer serves as Vice President Consulting & Practice Leader of Control Risks’ Crisis & Resilience Consulting team in the Americas. He advises clients on issues related to risk management, crisis management and crisis communications. In the event of an actual crisis, Meijer advises and supports clients throughout the different steps of the incident management.

Before his current position, Meijer led Control Risks’ crisis management and business continuity practice in the EMEA region, set up the company’s global maritime security practice and further expanded its crisis management practice in the Benelux region. Prior to Control Risks, Meijer was a communications consultant in The Netherlands, coaching and training leaders in business and government in effective communication with stakeholders through presentation and media training.

Meijer served as an officer in the Royal Netherlands Navy in a multitude of management positions in various regions of the world. He still serves as a lieutenant commander in the Royal Netherlands Navy Reserve, specializing in merchant marine operations in risk areas.

Meijer holds a degree in mathematics from the Royal Netherlands Navy Academy/Delft University of Technology with a specialization in system reliability engineering/integrated logistic support and an honorary Master of Arts in corporate and crisis communication from the Erasmus University of Rotterdam.
 

Erin Mullen, RPh, PhD
Assistant Vice President
Rx Response

Dr. Erin Mullen is the Assistant Vice President of Rx Response for the Pharmaceutical Researchers and Manufacturers of America (PhRMA). Rx Response is an information-sharing forum made up of pharmaceutical manufacturers, distributors, pharmacies, hospitals, disaster relief agencies and state and federal government agencies to help support the continuing provision of medicines to patients in a severe public health emergency. 

In this role, Dr. Mullen serves as co-chair of the Healthcare Sector Coordinating Council (HSCC), an advisory council to DHS and HHS on such healthcare matters as Critical Infrastructure. She also is a member of the National Disaster Medical System (NDMS) as a Clinical Pharmacy Unit Leader. Her disaster deployments have included multiple hurricane responses, an extended deployment for Hurricanes Katrina and Rita and the Haiti Earthquake. 

Before joining PhRMA, Dr. Mullen practiced community pharmacy and then became the first Public Health Preparedness Pharmacist for the Florida Department of Health, bringing her experience as a field responder and clinical care provider to address public health preparedness issues requiring pharmaceuticals and pharmaceutical care (including mass prophylaxis and Strategic National Stockpile deployment, pandemic influenza, all-hazards disaster and catastrophic planning and first responder protection).

Dr. Mullen graduated from the Massachusetts College of Pharmacy with a BS in Pharmacy in 1992. She earned her PhD in Microbiology and Immunology from the University of Miami in 2000.
Denman Murray
Director, Rx Inventory Management – Drugstores
Walgreens
Denny Murray is the Director of Rx Inventory Management Drugstores for Walgreens. He started his Walgreens career in 1988 as a Pharmacy Technician and worked his way up to Pharmacy Supervisor in 2000. Before joining the Rx Inventory team, Murray worked on integrating the Take Care Health Clinics into Walgreens retail locations. He holds a PharmD from the University of Illinois at Chicago and is a licensed pharmacist in Illinois.
 
Nitin Natarajan
Coordinating Director, Office of Preparedness and Emergency Operations
U.S. Department of Health and Human Services
Nitin Natarajan serves as a Coordinating Director within the Office of Preparedness and Emergency Operations in the Office of the Assistant Secretary for Preparedness and Response, U.S. Department of Health and Human Services. He is responsible for the oversight and management of the Department’s Critical Infrastructure Protection (CIP) Program, Continuity of Operations (COOP) Program and the Emergency Support Function (ESF) 8 Logistics Program. His programs involve extensive outreach with the private sector, state, local, tribal and territorial partners and the U.S. government. He has been involved in a number of responses to natural and man-made disasters in both field and policy positions.

Previously, Nitin held a variety of clinical and non-clinical positions at the state and local levels in New York and D.C. He holds a Bachelors of Science from the State University of New York and a Master of Arts from the Naval Postgraduate School in Security Studies. 
 
Thomas Phan
Director, Healthcare Policy
Healthcare Distribution Management Association (HDMA)
Thomas Phan is HDMA’s Director for Healthcare Policy. He develops and implements HDMA’s public policy initiatives on healthcare reform, Medicare and Medicaid reimbursement policy, emergency preparedness and other important issues that affect the safety, value and efficiency of the healthcare supply chain. Phan previously worked for the Senate Special Committee on Aging under former ranking minority member Gordon Smith (R-Ore.), where he provided policy analysis and counsel. He also served as an advisor on issues pertaining to Medicare, the FDA, medical technologies and drug reimbursement. Phan has also managed development of Medicare and Medicaid program policy at the U.S. Department of Health and Human Services on behalf of the Secretary, served as an Analyst at the Government Accountability Office, and was a Special Assistant to the Secretary of Commerce at the Wisconsin Department of Commerce. He holds an MPA and a BA from the University of Wisconsin.
Greene Shepherd, PharmD, DABAT, FAACT

University of Georgia
Dr. Greene Shepherd is currently a professor at the UGA College of Pharmacy and the Medical College of Georgia. Dr. Shepherd is a Diplomate of the American Board of Applied Toxicology and a Fellow of the American Academy of Clinical Toxicology. He has authored numerous journal articles and textbook chapters relating to clinical toxicology, emergency medicine and disaster preparedness. Dr. Shepherd has developed special training courses for mass casualty decontamination and emergency preparedness for pharmacists — which are required for all licensed pharmacists in Georgia. He also served as the director of the North Texas Poison Center and worked as a licensed pharmacist in community and hospital sites.
 
Jennifer L. Sinibaldi, MPH
Director, Public Health Preparedness
Association of State and Territorial Health Officials
Jennifer L. Sinibaldi is currently the Director of Public Health Preparedness at the Association of State and Territorial Health Officials. She is responsible for providing organizational support for the Directors of Public Health Preparedness, which includes hosting monthly conference calls with the membership and leadership of the organization and planning their annual meeting. She also assists state health agencies in the formulation of their policy decisions and efforts to develop preparedness plans.

Sinibaldi was previously a Research Coordinator for the Center for Public Health Readiness and Communication (located within the Drexel University School of Public Health). The Center’s activities focused on collaborating with community, regional and national partners to provide evaluation and analysis of preparedness performance goals.

Sinibaldi received her MPH with a concentration in Epidemiology from Drexel University in 2005. She holds certifications in NIMS (National Incident Management System), MEIRS (Medical Effects of Ionizing Radiation) and the SCID (Structured Clinical Interview Diagnostic Tool).
 
Angie Thomas
Vice President, Supply Chain Solutions

Angie Thomas has held a number of positions during her 15-year career at Cardinal Health, most recently serving as Vice President of Supply Chain Solutions in its Pharmaceutical Segment. In her current position, Thomas is responsible for managing the contractual requirements and other strategic initiatives for some of the company’s largest customers.
 
Victor Vercammen, PharmD
Director of Professional Services & Government Relations
SUPERVALU Pharmacies
Victor Vercammen is Director of Professional Services and Government Relations for SUPERVALU Pharmacies. He is responsible for ensuring America’s eighth largest pharmacy operation remains compliant with state and federal law relating to retail and wholesale drug distribution. Vercammen’s team also works to engage stakeholders on healthcare public policy. Vercammen has more than 20 years of experience in the pharmacy industry and is a registered pharmacist in Illinois and Wisconsin. He holds a Doctor of Pharmacy from the University of Illinois College of Pharmacy and has completed the GSK Executive Management Program for Pharmacy Leaders at The Wharton School, University of Pennsylvania. 
 
Brandon D. Wales
Director, Homeland Infrastructure Threat and Risk Analysis Center
U.S. Department of Homeland Security
Brandon D. Wales is the Director of the Homeland Infrastructure Threat and Risk Analysis Center (HITRAC) at the U.S. Department of Homeland Security. He is responsible for managing the Center's 100 threat and risk analysts. Under his leadership, HITRAC has grown from an intelligence-centric organization to a robust all-hazards analytic resource for public and private sector partners covering the full-array of risks and challenges facing the infrastructure community. Mr. Wales also oversees the Department's advanced modeling, simulation and analysis program at the National Infrastructure Simulation and Analysis Center (NISAC), where researchers from the Los Alamos and Sandia National Laboratories conduct ground-breaking and forward-leaning analysis of some of the Nation's most complex infrastructure challenges.

Prior to joining the Department, Mr. Wales served as the principal national security advisor to United States Senator Jon Kyl and as a Senior Associate at a Washington-based foreign policy and national security think tank. 
 
Brett Williams
Director, Emergency Preparedness and Response
Direct Relief International
Brett Williams is the Director of Emergency Preparedness and Response for Direct Relief International. Over the last five years, he has managed the delivery of more than $200 million worth of medicines and medicals supplies following emergencies in Pakistan, Indonesia, Kenya, Somalia, Myanmar, China, Chile and Haiti. He currently sits on the Business Utilities Operations Center for the California Emergency Management Agency, which is tasked with coordinating all medical donations for the state of California during a major emergency.
 
Brian Zawada, MBCP, MBCI
Senior Manager of Crisis & Resilience Consulting

Brian Zawada focuses exclusively on business continuity management in his work for Control Risks, specializing in the development of crisis management and business continuity strategies and planning to support business resiliency. 

Before joining Control Risks, Mr. Zawada was a founder of Avalution Consulting and a Director with Protiviti, Inc. (where he led the organization’s global business continuity consulting team). He also served as the Associate Director of Business Continuity Solutions for GE Global Asset Protection Services, an intelligence officer in the U.S. Air Force and a Manager in Andersen’s Risk Consulting practice. Mr. Zawada is a frequent author and speaker in addition to his work as both a consultant and internal business continuity professional; he currently serves on the Editorial Advisory Board of Continuity Insights magazine.

Mr. Zawada holds a Bachelor of Science in Political Science from the United States Air Force Academy and a Master of Science from the Joint Military Intelligence College. He also holds Master Business Continuity Professional (MBCP) and Member Business Continuity Institute (MBCI) certifications.
