Keynote Address: The New Competitive Challenge of Pharmaceuticals
Gary Pisano, PhD, Harry E. Figgie Jr. Professor of Business Administration, Harvard Business School

In facing new competitive challenges in our industry, Dr. Gary Pisano discusses the four “pillars of profitability” that previously supported extraordinary performance: 1) pricing flexibility; 2) long periods of exclusivity; 3) blockbuster product-fueled growth; and 4) relatively high levels of R&D productivity. He will delve into how each of these four pillars is being eroded, examining the implications for the future performance of the industry and prescription medicine innovation. Pisano also will discuss corporate strategies for all segments of the healthcare supply chain.

Dr. Pisano is the Harry E. Figgie Jr. Professor of Business Administration at the Harvard Business School. Since joining the Harvard faculty in 1988, he has taught both MBA- and executive-level courses on technology and operations management, operations strategy, competitive strategy, product development, the management of innovation and healthcare. He is a widely-published author with more than 25 research papers in journals, such as Management Science, Administrative Science Quarterly and Harvard Business Review.

Dr. Pisano has served as an advisor to senior managers at many companies, assisting them in creating business and operating strategies and in improving product development performance. He holds a PhD from the University of California, Berkeley, and a BA in Economics from Yale University.

The Aftermath of AMP: What’s Next?

The Deficit Reduction Act of 2005 resulted in sweeping revisions to the Average Manufacturer Price (AMP), the reimbursement metric used to set Medicaid payments to pharmacists. CMS also revised its regulation for Medicare Part B drugs, governing the determination of the Average Sales Prices (ASP) reimbursement metric. This session will provide an update on the Medicaid AMP Final Rule since it went into effect July 2007, reviewing the industry’s responses through CMS’s extended public comment period. This session will discuss the status of the publication of AMP data under the Final Rule, issues resolved since the expiration of the extended comment period, as well as the status of pending AMP litigation. The session also will examine the status of federal legislative initiatives aimed at revising key elements of the ASP metric.

The Role of the Distributor

The healthcare supply chain has evolved over the last three years to become healthier and more efficient, according to the recently updated The Role of the Distributors in the U.S. Healthcare Industry. The Center for Healthcare Supply Chain Research’s study, conducted by Booz & Company, documents the growth of the industry, as well as the role and value of healthcare distributors. In this fast-paced session based on quantitative analyses, attendees will take a deeper look at today’s healthcare marketplace, and learn more about the $34 billion in savings and value delivered by primary healthcare distributors. A View From the Customer: Panel Discussion

The healthcare supply chain exists to safely and efficiently serve more than 144,000 pharmacy settings across the United States. Bob Dufour is Senior Manager at Ernst & Young, working in the Health Sciences Advisory Services (HSAS) Pharmacy practice. Dufour is a pharmacist with 24 years of experience at Wal-Mart. He has extensive experience working within the pharmacy industry covering a broad variety of issues, including mail order pharmacy, pharmacy operations, specialty pharmacy, PBMs, third-party contracting, manufacturer programs, professional services and government relations.

Dufour currently is the President of the Arkansas Board of Pharmacy. He has received numerous awards and is recognized as a leader in the retail pharmacy industry. Dufour received his BS in Pharmacy from the School of Pharmacy, University of Louisiana at Monroe.

Sabato’s Crystal Ball: 2008 Election Insights
Larry Sabato, PhD, Election Analyst & Professor, University of Virginia

The 2008 Presidential election is shaping up to be one of the most exciting and important in U.S. history, as the candidates develop and voice their positions on the issues affecting America’s future. The election’s outcome will influence company strategies and opportunities for years to come, which is why it is critical to know more about the candidates—and their platforms—as they develop.

Lauded as “the Dr. Phil of American Politics” by The Washingtonian, Dr. Sabato was named the most accurate prognosticator of 2006 by FOX News, MSNBC, CNBC and Pew’s Project for Excellence in Journalism. The author of more than 20 books and countless essays on politics, Dr. Sabato also has served on many national and state commissions, and is the recipient of more than two dozen major scholarships, grants and academic awards. He is a chaired Professor of Politics at the University of Virginia and Director of the UVA Center for Politics, founded in 1998 to improve civic education and the political process.

His latest book, A More Perfect Constitution: 23 Proposals to Revitalize Our Constitution and Make America a Fairer Country, was released in 2007. He also started “Sabato’s Crystal Ball,” a Web site dedicated to the analysis and prediction of the upcoming Governor, House, Senate and Presidential races.
