Political Point/Counter-Point  with Senator John Breaux (D-LA) & Governor George Allen (R-VA)
Moderated by: Linda Tarplin, Founder, Tarplin, Downs & Young, LLC

Hear an exciting keynote address from two widely-respected statesmen! Former Louisiana Senator John Breaux and former Virginia Governor George Allen will discuss issues in a political point/counter-point format. Through years of public service, Breaux and Allen have an "inside view" in the upcoming Presidential election and key issues that affect the industry, including healthcare, education, immigration and fiscal reform. This joint presentation will examine the latest issues, separate rhetoric from reality and engage in a debate that is sure to challenge current thinking.

 About the Speakers

SEN. JOHN BREAUX (D-LA) is a dedicated and vital figure in the American political arena. Breaux led a long and distinguished career before joining Patton Boggs as Senior Counsel upon his retirement from the United States Senate in 2005. As a lobbyist, Breaux specializes in healthcare and energy law, and spearheads his own national campaign, “Ceasefire on Health Care: Finding Common Ground for the Uninsured.” Through the campaign, Breaux has hosted multiple events with prominent members of both parties to establish a dialogue that will lead to real healthcare reform. Senator Breaux was a widely recognized bipartisan leader in the Senate, and in 1993 was elected by his Democratic colleagues to the post of Deputy Minority Whip, a position he held until his retirement.

GOVERNOR GEORGE ALLEN (R-VA) served the Commonwealth of Virginia for more than 20 years as Governor in both bodies of the United States Congress and as a delegate holding Thomas Jefferson's seat and Assistant Minority Leader in the Virginia General Assembly. Sworn in as Governor in 1994, George Allen brought sweeping reform that made Virginia a national model in economic development, public safety, education accountability and good government. Allen helped reform healthcare policy and improved coverage to make it more affordable for individuals across the economic spectrum. He is admired by Democrats and Republicans for expanding opportunities in education and in healthcare. His efforts to reform medical malpractice were lauded, as were his unprecedented healthcare improvements at the Department of Veterans Affairs.

About the Moderator
Linda E. Tarplin  has  served in senior positions in the White House and the Department of Health and Human Services under two Republican Presidents. Tarplin was Special Assistant for Legislative Affairs to President George H.W. Bush, serving as the White House liaison to the Congress on healthcare issues. Prior to that, she served under both Presidents Bush and Ronald Reagan in both legislative and policy positions in the Department of Health and Human Services. Tarplin also served in the Office of Legislative Affairs as the Deputy Assistant Secretary for Legislation, overseeing legislative policies affecting the Department. Before joining the Reagan Administration, Tarplin oversaw healthcare legislation for former Representative Bill Frenzel, a Republican member of the Ways and Means Committee. Later, Tarplin became founding principal of the OB-C Group (founded as O'Brien Calio), where she built and managed their healthcare practice until the formation of Tarplin, Downs & Young, LLC, in January of 2006.

Keynote Address with Former Prime Minister Tony Blair

A widely-respected global statesman and a strong advocate for enhancing healthcare, Mr. Blair’s address will provide unique perspectives on current affairs. Following his keynote address, HDMA members will have a rare opportunity to interact with Mr. Blair on key topical issues in a dynamic question and answer session.

During his 10 years as Prime Minister of Great Britain and Northern Ireland, Mr. Blair transformed Britain’s education and healthcare systems. He is widely recognized as a strong advocate of multi-lateral foreign policy – an agenda that combined tackling terrorism and intervention in Iraq, Afghanistan, Kosovo and Sierra Leone, with action on climate change, global poverty and Peace Processes in the Middle East and Northern Ireland. Tony Blair currently serves as the Middle East Quartet Representative for the United Nations, the European Union, the United States and Russia.

We are honored that Mr. Blair will be joining us for one of his earliest U.S. speaking appearances since leaving the Prime Minister’s office. One of the world’s most influential political leaders, Tony Blair will be the major figure among a leading line-up of prestigious speakers at the HDMA 2007 Annual Leadership Forum.

To accommodate schedules and preserve the Annual Leadership Forum’s three-day format, Presidential Historian Doris Kearns Goodwin has been re-scheduled to speak at the HDMA 2008 Annual Leadership Forum, November 5-7, 2008, at the Gaylord National in National Harbor, MD.

Executive Breakout Sessions (sessions run concurrently)
Friday, October 26 | 9:15 AM - 10:45 AM

HDMA’s Concurrent Executive Breakout Sessions will focus on important initiatives and topics affecting the healthcare industry. You decide which session to attend based on your interest and your strategic objectives. Topics include the following:

Blueprint for Data Management/Data Sharing in the Healthcare Supply Chain
Eric G. Brown, Vice President, Research Director, Forrester Research, Inc.

Chain The Healthcare Supply Chain Institute (formally the HDMA Foundation) has been leading a cornerstone project for the healthcare industry in order to address one of its most pressing issues: The adoption of track-and-trace technologies across the supply chain to further enhance security and efficient compliance with pedigree and other data sharing requirements. To help the industry resolve track-and-trace data issues and identify other data sharing opportunities, the Institute retained Forrester Research, Inc., to develop a blueprint that supports data sharing across the supply chain. Challenged to reveal a future state of data sharing and potential means to heighten data sharing efficiency, the study employed surveys and interviews with trading partners and industry thought leaders to develop a vision for a viable model for data sharing, as well as a path forward for the near future. Eric Brown, Vice President, Research Director with Forrester, will present the Blueprint for Data Management & Data Sharing, and share insights about how the model can be deployed.

Corporate Social Responsibility and Sustainability
Carol Cruickshank, Vice President, Pharmaceutical & Healthcare Practice, A.T. Kearney, Inc.
Dr. Daniel Mahler, PhD, Vice President, Operations, A.T. Kearney, Inc.
James H. Singer, Partner, A.T. Kearney, Inc.

Today’s business environment requires that companies develop responsible business policies and practices that address stakeholder demands for greater transparency, accountability and responsibility. Corporate Social Responsibility (CS R) addresses how companies manage economic, social and environmental issues in order to enhance employee morale, improve societal outcomes and create new business opportunities. This session will introduce participants to basic CS R principles, showcase business case studies on successful CS R initiatives and provide insights and practical thinking on how to integrate CS R into your company’s mission, values, strategy and operations. It will also encourage audience interaction and dialogue specific to how the healthcare industry can incorporate CS R to build longterm value for companies, employees and society.

Role of the Distributor: An Update
Alex Kandybin, Partner and Vice President, Booz Allen Hamilton

In 2004, the healthcare supply chain faced challenges that limited distributors' and manufacturers' ability to optimize ongoing efficiencies. Three years later Booz Allen Hamilton, on behalf of the Healthcare Supply Chain Institute, (formerly the HDMA Foundation) was commissioned to update the 2004 Role of Distributors study. The updated study will show that many of these challenges have been overcome and that the industry is healthier than ever before.

This session will detail the research during a panel discussion facilitated by Alex Kandybin, Partner and Vice President of Booz Allen Hamilton. Topics to be discussed include the following:

  • Generic products' increasing role and the impact these products will have on the business environment;
  • The growth of biologics product sales and the potential opportunity distributors may have in this growth market;
  • The effect of evolving pedigree requirements on the supply chain;
  • Adoption rates of new technologies and their potential to further increase supply chain efficiencies and visibility;
  • Market evolution toward a fee-for-service business model for branded pharmaceuticals; and
  • The quantitative value distributors bring to the healthcare supply chain.
